2023年9月11日至10月13日，联合国人权理事会第54届会议在瑞士日内瓦召开。作为在联合国经社理事会具有特别咨商地位的非政府组织，北京市光明慈善基金会向会议提交了2篇书面发言，涉及对儿童的网络欺凌、青年与人权等主题和内容。书面发言刊登如下：

网络保护儿童，一个也不能掉队

中国有1.83亿未成年网民，超过三分之一的小学生在学龄前就开始使用互联网，随着数字时代发展，孩子们首次触网的年龄越来越小。同时网络欺凌在孩子们的世界里蔓延，网络的传播迅速而广泛，而伤害性的信息都难以真正彻底删除，如影随形地跟随着孩子们，让他们长期笼罩在沮丧、孤独、焦虑、自卑的阴影中，学业和身心都会受到影响，网络欺凌的伤害严重而深远。

网络儿童保护应是多方共同承担的责任。家长、学校、政府、执法部门、民间团体和私营部门之间的合作至关重要。呼吁慈善组织做为政府及家庭之间的补充，应快速建立网络保护儿童的公益项目，保证我们的孩子们健康成长，一个也不能掉队。

Protecting Children on the Internet with No One Left Behind

There are 183 million underage internet users in China, and over one-third of primary school students start using the internet before school age. With the development of the digital age, the age at which children first access the internet is becoming younger and younger. At the same time, cyberbullying is spreading in children's world, and the spread of the internet is rapid and widespread. Harmful information is difficult to completely delete, and it follows children like a shadow, leaving them in the shadow of depression, loneliness, anxiety, and inferiority for a long time. Their study and physical health will be affected, and the harm of online bullying is serious and profound.

The protection of online children should be a responsibility shared by multiple parties. Cooperation between parents, schools, government, law enforcement agencies, civil society organizations, and the private sector is crucial. We call on charitable organizations to serve as a supplement between the government and families, and to quickly establish online public welfare projects to protect children, ensuring the healthy growth of our children and not leaving anyone behind.

充分发挥家庭及社会力量，促进孤独症青年的发展权

青年是祖国的未来，祖国的希望。孤独症青年的发展权一直以来引起社会的高度关注。

光明慈善基金会自2014年成立以来，始终关爱孤独症群体。针对孤独症青年，我们充分发挥家庭及社会力量，通过音乐课堂，一方面帮助孤独症青年放松身心、启发灵感、自我鼓激励和自我康复，另一方面教会他们演奏简单乐器和唱歌，通过举办星星音乐会，向社会各界展示他们的音乐才能和自强不息的精神。

比如孤独症家长组建“博爱阳光蚂蚁乐团”根据孤独症青年喜爱的不同乐器，不同能力，精选曲目进行量身创编，带领他们反复排练，至今已能演奏几十首中外名曲，经常参加各种演出，深受观众的好评。

另外北京燕扬天艺术团为孤独症青年开设公益音乐课堂，帮助他们学习非洲鼓等，实践证明他们的情绪、语言能力、行为能力都有所提高。

总之，通过不同方式发现、激发孤独症青年的音乐天赋，演绎他们对生命的热忱和对美好生活的渴望。

Fully Utilize the Power of Family and Society

 to Promote the Development right of Autistic Youth

Youth is the future and hope of our country. The development right of autistic youth has always been highly valued by our society. Since its establishment in 2014, our Foundation has always cared for the autism community. For autistic youth, we fully leverage the power of their families and society. Through musical therapy, on one hand, we help them relax, inspire, motivate, and self-recover. On the other hand, we teach them to play simple musical instruments. Through holding performance, we showcase their musical talents and spirit of self-improvement.

For example, the "Universal Love Sunshine Ant Band" formed by autistic parents has tailored and created selected tracks based on the different instruments and abilities loved by autistic youth. They have been taught to rehearse repeatedly and have been able to play dozens of famous Chinese and foreign songs so far.

In addition, the Beijing Yanyangtian Art Troupe has conducted a free music classroom for autistic youth helping them learn African drums and other skills. Practice has shown that their emotional, language, and behavioral abilities have improved

In short, discovering and stimulating the musical talent of autistic youth   can demonstrate their passion and desire for a better life.
